OUTSTANDING NEIGHBORS

Ken Roberts, 8138 Burn Ct, stepped up to a challenge to protect our children from a very dangerous situation. A property in West Hill Valley was vacated and the institutional owner did nothing to take care of a fence that had collapsed, exposing an in-ground pool containing water. Ken and his company, Imperial Fence, quickly erected a replacement fence. The neighboring parents are so very grateful, Ken. Thank you for your generous service to your neighborhood.

Sam Phillips, 8006 S East St, has contributed many, many hours and many gallons of gasoline mowing the grass ribbon along Meridian School Road from East Street to S Meridian. He has done this for over thirty years. Thank you, Sam, for this wonderful service to your neighbors.

Miranda Goelz, Junior, and Matthew Goelz, Freshman, were recognized at the May 18 Perry Township School Board Meeting for their accomplishments on the Perry Meridian Robotics Team, Cyberblue 234. Next stop the International Space Station? Congratulations to these two fine neighborhood youth!

ZONING ISSUES

The challenges never stop. We eliminated the tree trimming service and are now dealing with used car sales, a learning center and illegally parked commercial trucks and trailers and inoperative vehicles. It keeps us busy all year round. Here are some notes from our Board Attorney.

Do You Park Your Commercial or Inoperable Vehicles at Your Home or On the Street?

The Board is receiving many complaints about the parking of commercial trucks and trailers in driveways and on the street. We need to remind you that City-County Ordinances prohibit parking of commercial and inoperable vehicles in residentially-zoned areas. ALL of Hill Valley is zoned residential. These laws protect the value of our property and the safety of our children. Using our neighborhood to park or store vehicles, including Dually’s, and trailers used principally for commercial purposes may save the owner from paying commercial rent elsewhere, but it depreciates the value and use of that home and those around it and leads to neighborhood deterioration. Please do your part to keep up the value of our homes. Do not park your commercial truck or trailer at your home or on the street in front of it and please get rid of inoperable vehicles immediately. There is a new Office of Code Enforcement that has been created especially to deal rapidly with these types of zoning violations.

Is Your Dog Properly Confined or on a Leash?

The Board is receiving complaints about dogs roaming unleashed and unattended in our yards and streets. City-County Ordinances require that pet owners keep their dogs confined in their yard by fencing and on a leash if outside the fenced area. Unattended dogs can become a hazard to both adults and children with tragic consequences. Please be sensitive to your neighbors and to your obligations under the law. Continuing complaints will be documented and forwarded to Animal Control for their official action.

NEW USE OF 911

In our community meetings with the Indianapolis Metropolitan Police Department we have been advised that all calls about suspicious activity, traffic or safety problems, or emergencies can be made to 911. It no longer is confined to life-threatening emergencies or criminal behavior in progress.

NEIGHBORHOOD AWARENESS NETWORK

Are you aware that within a one mile radius of Hill Valley Estates there have been 80 crimes reported over the last 60 days. Not many of them have been within Hill Valley but the risk is there, just like Center Grove.

This information is found on the IndyGov web site and has encouraged our Board to launch a new program to try to deter such crimes from happening in our neighborhood and to promote our neighbors- helping-neighbors efforts.

But there is so much more we can do if we come together and get the word out to make a safer and better neighborhood for us all. In conjunction with the safety aspects of this program, we would like to be able to help neighbors in need of assistance with yard work, running errands, and checking on the sick or elderly members of our blocks. Do you know of someone on your street or block that can help us launch our new program by being a Neighborhood Awareness Network Liaison?

There is so much we can do to help each other. We cannot do it without your support. STORM SEWERS

In a number of areas in Hill Valley heavy rains and the high water table have resulted in storm sewers backing up. They were not built for this level of watershed but this is not a leakage of your sanitary sewers. There is no connection between the two systems so raw sewage is not being ejected in our streets.

2009 EVENTS CALENDAR

The remaining Garage Sales for 2009 will be:July 25; and, August 13, 14 and 15.

Annual Summer Social for all members and families will be Friday, August 14, 2009 starting at 5:00 p.m. Food is not served until 5:30.

The Board meets the 3rd Monday of every month (except December) generally at St. Barnabas church at 7:30 p.m. The first 20 minutes are devoted to input from visitors before the business meeting continues. Please be prepared, as there is limited time. The remaining dates for 2009 are:

THINGS TO LOOK OUT FOR

Home Improvement Scams

Bogus home improvement operators show up at your door and offer to do work for a bargain price. They use the ruse that they completed work for a neighbor and have materials left over; or, they have a crew that can get the work done today for a special price. They especially like to target seniors who live alone and victims of weather-related disasters. Their hook is the deep discount and they try to get the money up front. Some basic rules: get a detailed written contract with name, address, telephone number, payment schedule, start and completion dates, and references of neighbors. Do not sign it that day, check the references, make sure the telephone numbers are real and never, never, pay more than 1/3 up front.

Telemarketing Fraud

Indiana has some excellent laws to protect you from Telemarketers. There is a Privacy Act that allows you to demand that they not call back and to take you off of their list even if you have not registered with the Indiana Secretary of State. They also cannot charge you for any telephone purchase unless they furnish a signed, written contract; or, provide you at least seven days to cancel the transaction. Some basic rules: Hang up immediately if they pressure you for an immediate answer or do not allow you time to take notes. Hang up if they tell you that the contract cannot be cancelled or your purchase is non-refundable.

Do not give bank account or credit card numbers to anyone unless you are completely satisfied that the transaction is safe. Never, never give anyone your Social Security number over the phone. If they pressure you for it, hang up immediately. Be wary of verification calls and tapes. They can bite you later.

Identity Theft

This can occur easier than you think. There is lots of information about you already out there and it doesn’t take much for scammers to put two and two together and get you in trouble. The three critical numbers are: your Social Security number, your birthdate and your credit card number. It takes two of the three to open an account with telephone suppliers, department stores, and mail-order houses. From there they can rip you off for thousands. Some basic rules: Do not carry your Social Security number with you in any way - in a wallet, on a driver’s license or an insurance card. Leave it home! Do not have your Social Security number on any checks. Do not throw you name and address into the trash. Shred or burn the addresses and throw away only the rest of the paper. Cut up any expired credit cards, licenses or membership cards into little pieces making sure the numbers, the magnetic strip and your signature are obliterated. If you have any unusual charges on your credit card, call the card people and speak to their fraud unit immediately. If anyone calls you saying they are from the IRS, the Department of Revenue, or a credit agency and want to verify your numbers, don’t give it to them! Try to get their number and report them to 911.
