This year for the annual meeting of the membership of HVHA we have invited the leaders of the new Metropolitan Police Department for East and West Hill Valley and the Mayor’s Neighborhood Service representative for Perry Township. This year is election year for Board members who serve two-year terms. Nine Board members must be reelected or new members selected by the membership. Nominations may be made from the floor but the person nominated must be present and agree to serve if elected. Please come to the meeting, voice your opinion and be a part of the process of strengthening our neighborhood and serving each other.PRESIDENT'S MESSAGE
Fellow Residents, We had a wonderful picnic again this year – even bigger than last year! Don’t forget the Annual Membership Meeting at Frieden’s Church on Oct 15. It is the time of the year for residents to please check the sewer grates for leaves and other debris that may be over them. Listen for weather forecasts and keep cars off of the streets if snow is forecast. Go and get acquainted with your neighbor so you will be able to watch out for each other’s property. SNOW PLOWING
We are working with the contractors for snow removal to make sure that all streets and courts are plowed in a timely manner. We pray that we do not have a repeat of the horrible ice layer that caused so many problems last February. We will publish on the website and in the January Newsletter a list of persons who are willing to plow out driveways for a nominal price. BEAUTIFICATION AWARDS
The unusual "spring" and hot summer weather took its toll on our flowers. We were unable to find a time when the flowers were at their peak as they were last year, so the spring and summer awards were suspended. We will try again to find when the Fall flowers and foliage are at their best. Board members act as judges and are looking for overall "eye appeal" for each season so any Member’s lawnscape can win. Please feel free to recommend that we visit your place or visit a neighbor. All suggestions are welcome.
NEIGHBORHOOD NOTES
At recent Board meetings we have listened to a number of serious situations and received positive response from the city in dealing with them. There are several situations involving barking dogs. The city is willing to deal with them but needs positive proof of the noise. A video recording, even on a cell phone, would be excellent. An audio recording would help if the time and place are identified on the tape as it is being made. There have been some serious zoning violations. One involved a day care center operated as a commercial business with no one living there. Others involved parking unregistered or inoperable vehicles in side and back yards or parking oversized trailers and commercial vehicles on the street. We have had quick response from the city inspectors in dealing with these. Working with the Indianapolis Star we were successful in having a handicap ramp cut in the curb at Parish Lane and West Hill Valley Drive. Whenever there is a problem, we recommend that you immediately call the police if it is a safety issue or the Mayor’s Action Center. Obtain a case number and then call a Board member so we can follow up. It is important that you identify yourself to the police and to us for us to obtain a definite response from the city. Anonymous tips are very little help.
At our last Board meeting, Captain Stanton of the Metropolitan Police Department and Lori Hill, the Mayor’s Representative were present and agreed to help immediately on the zoning violations and the illegal use of ATV’s in the neighborhood. They provided a number of handouts addressing many of the issues that neighborhoods are facing. We will post these on the web site which can be accessed by home computers or at the Southport Library where they will assist in finding and even printing them out. CHRISTMAS DECORATIONS CONTEST
The holiday season will be upon us very soon and Hill Valley Homeowners will be decorating their houses for the Annual HVHA Christmas Decoration Contest. First, Second and Third prizes will be awarded in each of three categories: Through the Eyes of a Child; The Reason for the Season; and Most Original and Artistic.
No one can win first prize in the same category two years in a row. All prize winners must be members of the HVHA. The judges will drive through the neighborhood the second full week of December, December 10-16. That week please leave your lights on until 10:00 p.m.
2007-8 EVENTS CALENDAR
Newsletters will be sent out during first or second week of January, April, July, and October. Any news must be submitted before the end of previous month.
The Board meets the 3rd Monday of every month (except December) generally at St. Barnabas church at 7:30 p.m. The first 20 minutes are devoted to input from visitors before the business meeting continues. Please be prepared, as there is limited time. Dates for the rest of 2007 and 2008 are:

GARAGE SALE PARTICIPANTS
Thanks to all of you who participated in the Garage Sales. The One-Day sale in July was very popular and will be repeated next year. The Garage Sales for 2008 will be: June 5, 6 and 7; July 26 and August 14, 15 and 16.
INFORMATION FOR NEW RESIDENTS OF HILL VALLEY
There are 1100 homes in Hill Valley. We have grown together over the many years to support a Homeowners Association with a Board of Directors. Joining is only $25. per year and that covers the cost of snow plowing and a quarterly Newsletter to inform everyone what is coming up next, including zoning bulletins. We have an annual picnic for all members of the Hill Valley Homeowners Assn. and includes a full meal, recreation for the children, and dancing for everybody. We have a website, www.hillvalley.org, where you can find our mission statement, a map of the whole neighborhood, a list of all board members, a monthly calendar, special events and announcements, past Newsletters, and important area phone numbers and alerts on new issues.

With the rash of vandalism of parked cars in nearby neighborhoods, please make sure to lock your cars and take valuable items into the house.
